Then he successfully issued the Joint Communique together with his counterpart around April 10, 2000 saying they would hold the Historical Summit in Pyongyang City on June 15,2000 for surprise of the people.
This illegal money transmittal fact recently discovered by his Opposite Party on or about October l, 2002.
Furthermore it found a fact that this Joint Communique issuance was one day delayed by North Korea because it did not find the money transmission reached to its Bank Account and then it confirmed it next day, then it agreed to issue the Joint Communique.
